The provision of a club or a hostel for such students and
the placing of English lecturers into Chinese Institutions of
Higher Learning, together with the bringing of Chinese scholars
to England for the purpose of lecturing, are matters outside the
scope of this memorandum.
They are important but I think that the scholarship scheme
suggested is most likely to produce the best results and so meet
the object which the members of the Economic Mission had in mind
when drawing up its report.
